You can always use the chatbox on the home page. Just click chatbox and it will bring you to another tab with the full screen chat. That way, you can chat and still do things on the forum or other sites.

The chat box is fully operational on my end. Your problems are most likely due to a slow internet connection, or an outdated web browser. Ice's suggestion is excellent. The only things i can think of doing are updating your browser and possibly flash.
